The consultations main aim is to simplify and reduce the costs of freehold purchase or lease extension and to make enfranchisement easier.

Flats

Reduce complexity and costs.

Less ability for mistakes to be used against leaseholders by having a prescribed form.

Tribunal to settle disputes and process claims in the case of missing landlords.

No payment of freeholders non litigation costs.

2 year minimum ownership to be scrapped.

Leaseholders can join freehold at a later date so they are not denied a share of freehold.

Other

Single legislation for houses and flats.

Freeholders allowed to retain commercial use.

It is likely all or some the above will be introduced.
