Matthew Pennycook has repeated that the promised summer consultation on rates will have to wait until the “outcome” of the recent High Court challenge to LFRA 24 also stating in a letter dated 5 September 2025 that “The government must also rectify, via primary legislation, a small number of specific but serious flaws which would prevent certain provisions from operating as intended. While we intend to continue to work at pace, we will take the time necessary to ensure the reforms we pass are fit for
purpose. Further details on the next steps for the enfranchisement and valuation provisions will follow in due course once the outcome of the recent High Court hearing on challenges to some of the 2024 Act enfranchisement reforms.” It will be interesting to see if the promised consultation on rates and details of next steps will have to wait until the “outcome” of possible appeals as these could take some time
